The issuance of non-bailable warrant to the Retd Gen VK Singh Wednesday came to halt when the chairman of the privilege committee questioned the legality of the committee which resulted in the walk out of NC members from the crucial meet.

“We came across the rule 257 of procedure and conduct of business of legislative council that states that the privilege committee must comprise of five member team, the present one has six members,” said Ravinder Sharma, Congress leader and member Privilege committee.

We have to examine whether the committee is duly constituted or not, said Sharma, adding the report has been  sent to the Chairman LC so that the final decision over the issue could be taken: “No proceeding shall take place over the issue the till the chairman LC takes final decision. This is the legal issue and same cannot be undermined.”

NC leader and member of the privilege committee Davindar Singh Rana told KNS that the meet started Wednesday when the letter written by Bhim Singh was presented before the committee that had requested the chairman that he will present himself before the committee on behalf of VK Singh as the latter is not unavailable till January 25: “We asked that committee that the authorisation of the letter must be ascertained before the further course of action be taken in this regard.”

Rana further stated that the members asked Bhim singh to appear before the committee so that facts could be elaborated further. ”Meanwhile Ravinder Sharma from Congress stated that the legality of the committee must be studied as the committee according to the rules must comprise of five members and not six,” said Rana, adding that all of a sudden, raising of this issue becomes questionable as the committee comprising of Six members had taken several decisions in the past and if the committee is illegal, so are the decisions taken by it in the past are.

“The fact is that the chairman has powers to overwrite the rule and the six member team can also work but the sudden change by the congress over the issue is unacceptable,” Rana said.

The reports informed KNS that NC members staged walk out from the meet while demanding non- bailable warrant be issued to VK Singh and that he must appear in person before the house.
