SRINAGAR: BRICS has condemned the April 2025 terror attack in Pahalgam in Jammu and Kashmir and called for zero tolerance towards state-sponsored cross-border terrorism in its New Delhi Declaration adopted on Saturday.
The declaration, titled “Building for Resilience, Innovation, Cooperation and Sustainability”, reflects a unified position among BRICS member states on terrorism and other transnational security challenges, including illegal financial flows, cyber fraud and emerging cross-border scam networks.
The bloc specifically denounced the April 22, 2025 attack in the Baisaran Valley near Pahalgam, in which 26 people were killed and scores injured.
Reaffirming their commitment to combating terrorism in all its forms and manifestations, BRICS leaders stressed the need to prevent the cross-border movement of terrorists, disrupt terror-financing networks and dismantle safe havens.
The declaration stated that all acts of terrorism are criminal and unjustifiable, irrespective of their motivation, and regardless of where, when or by whom they are committed.
The member states also reiterated that terrorism should not be linked to any religion, nationality, civilisation or ethnic group. They stressed that individuals involved in terrorist activities must be held accountable under national and international law.
The April 22 attack took place in the Baisaran Valley near Pahalgam, where armed gunmen emerged from surrounding forested areas and opened fire on a group of domestic tourists, killing 26 people.
