SRINAGAR: The Jammu and Kashmir Government has accepted the unwillingness of Dr Shaista Ganai to take up the post of Deputy Medical Superintendent at Government Medical College (GMC), Srinagar, and treated her recommendation for the position as not considered.
The decision was issued through Government Order No. 685-JK(HME) of 2026, dated September 10, by the Health and Medical Education Department.
Dr Shaista Ganai, daughter of Ghulam Ahmed Ganai and a resident of Ishber Nishat, had been recommended by the Jammu and Kashmir Public Service Commission (JKPSC) as the next candidate in order of merit under the relevant category for the post.
Her recommendation followed the cancellation of the appointment of Dr Mohd Sarwar Mir, who had earlier been selected for the position but failed to report for duty within the stipulated period.
The government had initially sanctioned the temporary appointment of Dr Mohd Sarwar Mir as Deputy Medical Superintendent, GMC Srinagar, through Government Order No. 97-JK(HME) of 2026 dated February 12, 2026. He was required to report to the Principal, GMC Srinagar, within 21 days of the order, failing which his appointment would stand cancelled.
The Principal, GMC Srinagar, subsequently informed the department that Dr Mir had failed to join within the prescribed period. His appointment was consequently cancelled by the department through Government Order No. 518-JK(HME) of 2026 dated June 29.
Following the resultant vacancy, the Health and Medical Education Department asked the JKPSC to recommend the next eligible candidate in order of merit under the relevant category.
The JKPSC Secretary, through a communication dated July 17, recommended Dr Shaista Ganai for the post.
The department subsequently issued a notice on August 6 asking Dr Ganai to furnish her personal particulars for registration under the Employees Verification System (EVS) to initiate verification of her character and antecedents.
However, Dr Ganai later submitted a representation stating that she was unwilling to join as Deputy Medical Superintendent, GMC Srinagar, at this stage. She also requested that the next candidate in order of merit be given an opportunity for appointment against the vacancy.
The government has now formally accepted her representation and taken her unwillingness on record, while treating her recommendation against the post as not considered.
