Minister for Finance, Dr Haseeb A Drabu Tuesday informed the House that the district CAPEX Budgets are approved by the District Development Boards. He said the MLAs of the area are the members of these Boards which accords approval to the District CAPEX Budgets.
Replying to a question read by M Y Tarigami on behalf of Hakeem Mohammad Yaseen, the Minister said that in District Development Board meetings chaired by concerned chairpersons, decisions are taken based on discussions / deliberations and requirements projected by the legislators.
The Minister said that circular instructions have already been issued to all the District Development Commissioners to consult legislators concerned before formulation of draft district capex budgets, centrally sponsored schemes etc and suggestions of the legislators are appropriately incorporated in the concerned schemes.
Responding to the supplementaries, the Minister said that constituency is not a developmental unit. He said for the first time before budget session board meetings were held.
Nawang Rigzin Jora, Mian Altaf Ahmed, Ali Mohammad Sagar, G M Saroori, Javid Hassan Baig, Javid Mustafa Mir and Javid Rana raised supplementaries and stressed for implementation of DDB decisions besides taking on board the concerned MLAs while formulating plans and projects for developmental activities in the constituencies.
