On the basis of a complaint filed by an employee of Agriculture department, J&K police Friday booked Chief Agriculture Officer Kishtwar for an alleged sexual assault on a female employee during office hours when the complainant approached him in his office chamber. However, the charges have been denied by the accused officer.

As per the details available with Kashmir Life, the complainant (name withheld) approached Munsif Court Kishtwar and sought directions from the court under section 356 (3) Cr PC alleging that Chief Agriculture Officer Kishtwar Sunil Kaphai “launched sexual assault on her and tried to rage her modesty”.

After going through the contents of the application, Munsif judge Kishtwar Khemraj Sharma directed Station House Officer Kishtwar to investigate the matter.

On the basis of the court directions, J&K police registered an FIR No 184 U/S 354 RPC and started its investigation.

While talking to Kashmir Life Sunil Kaphai termed the move as “politically motivated”.

He added that the allegations levelled against him are “baseless”.

“I was earlier transferred by the government at behest of some political leaders but Court granted stay in my favour,” he said adding, “I was anticipating such politically motivated move.”

He said that he had lodged several complaints against some political activists of ruling party but “nothing was done by the police”.

While elaborating today’s incident, Sunil Kaphai said, “the complainant without any reason arrived in my office chamber and attacked me by throwing a chair. She also threw files and office papers at me.”

“She has been instigated by some officials of the department who are eyeing to get me replaced and want to get hold of the post of Chief Agriculture Officer Kishtwar,” he claimed.

“As soon as the incident took place, I brought the matter into the notice of Deputy Commissioner Kishtwar and police. Some police officials also visited the spot and carried out the inquiry,” he added pleading innocence. “Similar allegations against me were proved wrong in past.”
