SRINAGAR: The Jammu and Kashmir Legislative Assembly’s new complex must be completed within the stipulated deadline of October 2027, Assembly Speaker Abdul Rahim Rather said on Saturday while reviewing the progress of the ongoing construction works.
Rather visited the New Legislative Assembly Complex and took stock of the physical and infrastructural progress of the project. He directed the executing agencies to accelerate work, deploy adequate manpower and machinery, and ensure that the remaining components are completed within the prescribed timeline.
Officials briefed the Speaker on completed works, ongoing activities and components nearing completion, besides the works still pending. Internal plumbing, granite work on service stairs, door and window frames, and plastering have been completed in full, with each recording 100 per cent progress.
Rather described the complex as an important institutional project intended to provide modern facilities for the functioning of the Legislature. He directed officials to maintain continuous monitoring, identify bottlenecks and address them promptly to prevent delays.
He also called for an effective execution and monitoring mechanism to enable simultaneous completion of remaining works wherever feasible, while maintaining the required quality, workmanship and approved specifications.
During a subsequent review meeting, Rather reiterated that completion of the entire project by October 2027 should remain a priority and stressed coordination and sustained supervision among all executing agencies.
Secretary, Jammu and Kashmir Legislative Assembly, Manoj Kumar Pandit, Chief Engineer Mechanical, Superintending Engineer R&B and other senior officers from the concerned departments attended the meeting.
Later, Rather reviewed preparations at the Old Assembly Complex and associated facilities ahead of the Darbar Move in a meeting with the Director Estates and officials of the concerned departments.
He directed the authorities to complete necessary repairs, renovation and maintenance works before the Darbar Move to ensure that the premises remain functional and adequately equipped for legislative requirements.
The Speaker also directed officials to factor in the ongoing implementation of the National e-Vidhan Application (NeVA) project while carrying out works at the Old Assembly Complex.
He stressed that the infrastructure required for technology-enabled legislative functioning and digital processing of legislative business should be properly planned and maintained to facilitate the smooth conduct of Assembly sessions.
Rather called for close coordination among all concerned departments to ensure that the Old Assembly Complex is fully prepared to support the NeVA system and the functioning of the Legislature.
