Taking serious note of encroachments on state land at Sidhra Jammu by some brokers and land mafia groups, allegedly with active support and succour of certain officials of Jammu Development Authority (JDA), the State Vigilance Commission (SVC) has directed Vice Chairman, JDA to take all necessary measures and ensure that encroachments are removed early and submit Action Taken Report to the Commission.

The Commission has also asked Commissioner/Secretary Housing and Urban Development Department to formulate a workable action plan for removal of the illegal encroachments and checking further encroachment on State land and submit detailed report to the Commission before next date of hearing, a statement issued by SVC said on Thursday forenoon.

Earlier taking cognizance of a complaint lodged by the inhabitants of Majeen Sidra, Tehsil Jammu about large scale encroachments on State land at Sidhra in Jammu allegedly by a land mafia group and brokers in connivance and conspiracy of some officials of JDA, the State Vigilance Commission had sought a report from the authorities of JDA.

The report obtained prima facie discloses that State land bearing khasra Nos. 11,12,14,117,119,15 was acquired by JDA in the year 1993 and subsequently the Government allotted about 650 kanal to various Government Departments and private Institutions including Batra Hospital, IMPA, Security Head Quarter etc, out of the said land.

The report, however, points out that irresponsible and conniving approach of JDA officials has paved the way for land grabbers to encroach upon this Government property from time to time, who not only took illegal possession but have succeeded in raising concrete structures there besides selling out the encroached land further to others without having title of the land in their name.

The report further reveals that although the concerned authorities have tried many times to evict the encroachers and retrieve back the land to the State but owing to non-serious approach of JDA officials towards encroachers/Land Mafia groups, the encroachers  again managed illegal possession on the said state land.

The negligence on the part of officials of JDA has caused heavy loss to State Exchequer and urgently requires transparent intervention of the Government to retrieve Government land worth crore and prevent further encroachments.

The proposed action plan will be submitted to the Commission by Commissioner/Secretary to Government Housing and Urban Development Department by 16-09-2016.
