The government of Jammu and Kashmir appointed Director Land Records and Survey Jammu as an inquiry officer to probe multi crore land grabbing by politicians, businessman and other influential people in Humhama area of Budgam District.

The issue that rocks the Jammu and Kashmir Assembly twice in summer session forced revenue minister Basharat Ahmed Bukhari to intervene by promising a probe through an officer of high integrity.

The order in this regard was issued by the Commissioner Secretary Revenue, Government of Jammu and Kashmir vide Government order No. 105 of Rev (s) of 2016 with endorsement No. Rev/S/235/2016 dated 11-08-2016.
As per the government order available with Kashmir Life, Director Land Records and Survey Jammu Rajesh Kumar Shavan will head the two member committee, including Assistant Commissioner Revenue Budgam Naseer Ahmed Wani and the committee will submit its report in a month.

As per the order copy, the inquiry officer will probe the alleged encroachment of state/Kahcharie land in village Humhama and Soiteng of District Budgam as per the terms and conditions which include demarcation of State/Kahcharie land in said villages; demarcation/identification of encroachers, if any along with the details of the land encroachers upon; the position of record, entries made if any vis a vis these encroachment; officers/officials of the revenue department if found responsible in facilitating the encroachments; identification of persons in whose favor Kahcharie land if any was given in exchange in the aforesaid Revenue estate, along with the quantum of land, survey number, particulars of the officers/ Officials having felicitated the said exchange, whether such exchanges made if any are in accordance with the land laws including Land Revenue/ Agrarian Reforms Acts, etc and Recommend corrective measures is the mandate for probe commission.

It is pertinent to mention that state land and Kahcharie land in lakhs of kanals stand encroached in state and same is still unabated.  The present revenue minister Basharat Bukhari has directed officers to show results on ground in terms of removal of encroachments.

The Kahcharie lands are supposed to be minimum 10 percent in every village and the High Court has a number of times directed the government to ensure eviction of encroachers from this land.

The official sources told Kashmir Life that in these two villages of Budgam District, high profile people have  built colonies and  grabbed land worth crorers of rupees. It is being said that deep rooted nexus of revenue department officials has facilitated this scam. The committee constituted after receiving the order has launched inquiry and also started collecting record.

Meanwhile the director land record Jammu has already compiled a detailed list of many big land encroachers of Jammu and many heads of civil as well as the police officers may also roll in near future.
