In a communication dated October 29, 2026, the Directorate said several cases seeking the one-time exemption (OTE) had been received after the deadline stipulated under Government Order No. 367-JK (Edu) of 2026, issued on September 9, 2026.

The Directorate has asked all CEOs to take back such files and convey regrets to the concerned candidates, making it clear that applications received beyond the prescribed timeline cannot presently be processed.

However, it said that if the Administrative Department grants an extension of the deadline, a fresh communication will be issued to facilitate the submission of eligible cases with complete documentation within the extended period.

The matter pertains to Government Order No. 188-JK (Edu) of 2024, dated March 15, 2024, and the subsequent Government Order No. 367-JK (Edu) of 2026, dated September 9, 2026, concerning one-time exemption for employees who obtained higher qualifications through distance or online learning during their service without securing prior departmental permission.
