SRINAGAR: The Directorate of School Education Kashmir (DSEK) has issued a pre-termination notice to a teacher posted at a government middle school in Kupwara for allegedly remaining unauthorisedly absent from duty since March 5, 2022, giving him 15 days to explain why action should not be initiated against him.
The notice, dated October 19, 2026, names Gowhar Shabir Wani, a resident of Sogam, Kupwara, who is posted at BMS Sogam in the Sogam education zone.
According to the notice, the Chief Education Officer, Kupwara, referred the case to the directorate on June 9, 2025, along with relevant documents concerning the teacher’s alleged prolonged absence.
The directorate said the teacher had been served three show-cause notices by the Zonal Education Officer, Sogam, on August 23, 2024, March 20, 2025, and May 3, 2025, the last being a final notice. However, it said he had neither resumed duty nor submitted a satisfactory explanation.
The matter was subsequently examined by a designated committee at its meeting on August 17, 2026, which recommended issuing a pre-termination notice, the order stated.
Invoking Article 128 of the Jammu and Kashmir Civil Services Regulations, Volume I, of 1956, the directorate cited the provision that absence without leave, or remaining absent after the expiry of sanctioned leave, could result in loss of appointment.
Wani has been given 15 days from the notice to submit his response. The directorate warned that failure to reply within the stipulated period would be treated as an indication that he had nothing to submit in his defence, after which action could be initiated under the applicable rules without further notice.
