SRINAGAR: The Jammu and Kashmir Finance Department has directed all Treasury Officers, Drawing and Disbursing Officers (DDOs) and Pension Disbursing Banks to strengthen the verification of documents submitted by pensioners and family pensioners, warning that any lapse leading to unauthorised pension payments will invite action against the officials concerned.
In a circular issued by the Directorate General of Accounts and Treasuries on July 2, 2026, the department said it had come to its notice that incorrect or unauthorised drawal of pension and family pension could occur due to inadequate verification of Life Certificates, Non-Employment Certificates and Non-Remarriage Certificates.
To ensure the correctness and legitimacy of pension and family pension payments, all concerned authorities have been instructed to exercise due diligence and carry out thorough verification of the certificates submitted before processing or authorising any payment.
The circular lays particular emphasis on the verification of Non-Remarriage Certificates in cases where continuation of family pension is subject to such certification. It directs officials to carefully examine the authenticity and validity of all supporting documents before taking any further action.
The Finance Department has warned that any negligence or failure in verification resulting in unauthorised or irregular pension or family pension payments will be viewed seriously. It said responsibility for such lapses will be fixed and appropriate action initiated against the concerned officials in accordance with the applicable rules and regulations.
The circular, issued with the advice of the Codes Division of the Finance Department, directs all officers, authorities and agencies concerned to ensure strict compliance with the instructions and take necessary measures to prevent recurrence of such cases.
