The state government Monday said that the arms licenses are not issued “community wise’, however, it added, “the arms licenses are issued to personnel for self-protection.”

In a written reply to Ajay Nanda, the Minister I/C Home affairs said, “during last six years, 2020628 arms licenses have been issued by the concerned District Magistrates to civilians, army and security personnel.”

Most of the arms licenses, 54502, have been issued in Kishtwar district while 19 such licenses have been issued in Budgam district.

In arid desert of Ladakh, Kargil district has been issued 1595 arms licenses while Buddhist majority Leh district has only 139 registered arms.

Kishtwar is followed by Srinagar district with 51118 arms licenses while Kulgam has got 22515 registered arms. In Udhampur, 21450 arms licenses have been issued while Rajouri district has 15794 followed by Shopian which has 15263 such licenses.
