SRINAGAR: Jammu and Kashmir Lieutenant Governor Manoj Sinha said the administration’s focus was on justice, development and inclusion, asserting that lasting peace in the Union Territory must be supported by greater opportunities in education, employment and economic growth.
Addressing a gathering attended by senior officials and families of terrorism victims, Sinha said timely justice for terror-affected families was a national obligation and maintained that no genuine grievance or affected family would be left without government support.
“A society that trusts its institutions becomes resilient against fear. A family that receives services without discrimination becomes a stakeholder in peace and progress. A youth empowered with education and employment is empowered to fight separatism and terrorism,” he said.
Sinha said the administration was pursuing cases of terror victims’ families with greater speed and sensitivity, adding that prolonged delays in delivering justice had caused sufficient suffering.
He also said the government was determined to dismantle terror networks and hold perpetrators and their enablers accountable, while describing terrorism as a challenge that could not defeat the country’s resolve.
Referring to the constitutional changes of 2019, the Lieutenant Governor said they had ushered in what he described as a new phase of social justice and inclusive development in Jammu and Kashmir. He said the administration was working towards a future shaped by young people, workers, farmers, teachers and women committed to peace and development.
Highlighting the rehabilitation of terror-affected families, Sinha referred to the case of Wali Mohammad Wani of Shopian, who was killed by terrorists on July 16, 1993. He said a government appointment had now brought relief to his family after 33 years.
“Today, after 33 years, a lamp has been lit in the home of martyr Wali Mohammad Wani of Shopian,” Sinha said, adding that the development had connected his family and the wider Shopian community with the national mainstream.
The Lieutenant Governor also highlighted economic and infrastructure growth in the Union Territory, saying industrial investment had increased significantly since the abrogation of Article 370.
He said Jammu and Kashmir received investment worth Rs 5,824 crore in the financial year 2025-26, which he described as 13 times the average annual investment recorded before 2021.
Sinha said expansion work was under way at Jammu and Srinagar airports and that connectivity was being strengthened with support from the Union Government. He also said Prime Minister Narendra Modi was committed to doubling hydroelectric power generation in Jammu and Kashmir by 2028.
On law and order, the Lieutenant Governor issued a warning to what he termed “conflict profiteers” and people attempting to manipulate the system, saying those seeking to create disruptions would face serious consequences.
Appointment letters were also distributed to 32 beneficiaries under the Compassionate Appointment Rules, SRO-43, and the Rehabilitation Assistance Scheme (RAS).
Chief Secretary Atal Dulloo, Director General of Police Nalin Prabhat, Principal Secretary Home Chandraker Bharti, Commissioner Secretary, General Administration Department, M Raju, Inspector General of Police Kashmir VK Birdi and Divisional Commissioner Kashmir Anshul Garg were among those present.
Wajahat Farooq Bhat, chairman of the Save Youth Save Future Foundation, members of the foundation, senior officials, representatives of social organisations and family members of victims of terrorism also attended the event.
