Jammu Kashmir Aims for Rs 1 Lakh Crore Agri-Economy by 2030

   

JAMMU: Setting an ambitious target of building a sustainable Rs 100,000 crore agri-economy by the year 2030, Chief Minister Omar Abdullah on Tuesday chaired a high-level review of the Holistic Agriculture Development Programme (HADP) at the Civil Secretariat. Calling the initiative more than a policy reform, he described HADP as a grassroots movement to transform agriculture in Jammu and Kashmir through innovation, empowerment, and commercialisation.

Addressing ministers, senior officials, and Deputy Commissioners—joined via video link along with progressive farmers from every district—the Chief Minister outlined his government’s commitment to reimagining the sector. “This is not just about schemes,” he said. “It is about building a new future for our farmers—one that is smart, data-driven, and growth-oriented.”

The HADP, launched in April 2023, is already driving change across the region. With 29 future-ready projects developed in record time, the programme seeks to transition J&K’s agriculture from a low-growth, subsistence model to a high-growth, market-aligned economy. “Every rupee invested under HADP is meant to touch the life of a cultivator,” Omar Abdullah said, affirming the government’s commitment to standing shoulder to shoulder with farmers.

Highlighting the integration of digital innovation in farm governance, the Chief Minister announced new platforms like the AI-powered Credit Scheme Advisor, the Online DPR Generator, and the KS Sathi Output Tracking App. These tools, he said, would bring transparency and efficiency to implementation while strengthening the connection between policy and the field.

Earlier, Mission Director HADP Rahul Yadav shared a comprehensive overview of the programme’s evolution. He informed that Rs 1,000 crore has already been invested in research, seed development, FPOs, sericulture advancements, and promotion of oilseeds and cash crops. The structured roadmap—comprising Outreach, Onboarding, and Grounding phases—is designed to overcome long-standing productivity and income gaps in the sector.

The review meeting also touched on the newly established Jammu & Kashmir Climate Innovation Platform (JKCIP), which focuses on resilience and sustainability in agriculture through region-specific interventions.

Several milestones were also unveiled during the meeting, including the launch of the inaugural “HADP Insights” newsletter, 1,842 Kisan Saathi Applications, and the conferring of 10,765 Daksh Kisan Skilling Certificates. The Chief Minister also virtually interacted with farmers from various districts, praising their role as frontline agents of transformation.

“These farmers are the heartbeat of HADP,” he said. “Their stories—from field to market—show that the transformation is real, and that the goal of a Rs 1 lakh crore agri-economy is not just a vision, but a reality in the making.”
