SRINAGAR: The Jammu and Kashmir Legislative Assembly on Tuesday passed five Bills moved by Chief Minister Omar Abdullah, covering municipal governance, ease of doing business, GST, legislators’ pension and decriminalisation of offences.
The Bills were taken up for consideration and passage during the ongoing Autumn Session of the Assembly. They were introduced on September 24 and September 28, according to an official statement.
The legislation includes the Jammu and Kashmir Municipal (Amendment) Bill, 2026, moved by Abdullah in his capacity as Minister in charge of Housing and Urban Development.
As Minister in charge of Law, Justice and Parliamentary Affairs, he moved the Jammu and Kashmir Ease of Doing Business Bill, 2026. The proposed law seeks to shift from permission-based controls to rule-based governance, while facilitating investment, employment generation and long-term economic growth. It also aims to improve ease of living in the Union Territory.
As Finance Minister, Abdullah moved the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2026, which seeks to amend the Jammu and Kashmir Goods and Services Tax Act, 2017.
The Assembly also passed the Jammu and Kashmir State Legislature Members’ Pension (Amendment) Bill, 2026, which seeks to amend the Jammu and Kashmir State Legislature Members’ Pension Act, 1984.
The fifth legislation, the Jammu and Kashmir Decriminalisation and Rationalisation of Offences Bill, 2026, seeks to amend certain laws to decriminalise and rationalise offences, promote ease of doing business and ease of living, and repeal certain enactments.
