SRINAGAR: More than 1.3 million clerical errors in land records have been identified and rectified in Jammu and Kashmir as part of the ongoing digitisation and verification of Jamabandis, Chief Minister Omar Abdullah said on Tuesday.
Replying to a question by MLA Devyani Rana during Question Hour in the ongoing Autumn Session of the J&K Legislative Assembly, Abdullah, who also holds the Revenue portfolio, said verification of digitised Jamabandis was underway in all districts.
He said the land records system had been shifted from a static Oracle SQL-based database to a PostgreSQL platform, with an error-correction mechanism put in place to improve the accuracy of digitised records.
According to Abdullah, each entry in the digitised records undergoes a three-stage verification under the Maker-Checker-Approver framework. A digital record of changes made to Jamabandis is also maintained to ensure traceability.
The Chief Minister said more than 6,800 village-level grievance redressal camps had been held across J&K for public reading of land records and disposal of complaints.
The JK Zameen Sudhaar Portal has also been developed to allow people to access their land records online and register grievances, he said, adding that complaints submitted through the portal are monitored for timely disposal.
Abdullah further said a Backlog Mutation Module had been developed in collaboration with BISAG-N to facilitate systematic updation of Record of Rights data up to 2026.
For field-level verification, senior revenue officers have been designated as District Mentors and Prabhari officers, while UT-level, district-level and inter-tehsil teams have been deployed to verify digitised records.
On discrepancies between original manual revenue records and digitised Jamabandis, Abdullah said the verification process was continuing across all districts and the same institutional mechanisms were being used to identify and rectify discrepancies.
He said landowners could inspect their records through the JK Zameen Sudhaar Portal and raise grievances over entries affecting ownership, inheritance, partition or transfer of land.
Clerical and other non-quasi-judicial errors are being examined and corrected by competent revenue authorities under the prescribed procedure, he said.
Abdullah said the ongoing verification and grievance-redressal exercise was aimed at improving the accuracy, transparency and accountability of J&K’s land records.
