SRINAGAR: The Jammu and Kashmir Government is set to deliberate on a broad range of policy initiatives, infrastructure projects, land transfers and administrative matters during the Union Territory Cabinet meeting scheduled to be held on September 10 in Srinagar.
The meeting is scheduled for 4 pm at the residence of Chief Minister Omar Abdullah, with several significant proposals expected to be placed before the Cabinet for consideration and approval.
Among the key items likely to receive attention are the proposed “Mission Skill” initiative, amendments to the existing Home Stay Policy, construction of a flyover in Jammu, establishment of an industrial park in Samba, expansion of BSNL’s 4G network and measures related to flood relief and road development.
Mission Skill Proposal Focuses on Employment-Oriented Training
A major proposal before the Cabinet is the draft Skill Development Policy, reportedly being introduced under the name “Mission Skill.”
The initiative is aimed at creating a stronger vocational training framework for the youth of Jammu and Kashmir and is expected to extend across different stages of education, including schools, colleges and universities.
The proposed framework seeks to align skill training with emerging job opportunities, industry requirements and market demand, while creating avenues for both wage employment and self-employment.
The initiative is also expected to work alongside existing programmes, including Mission Yuva, rather than replacing them.
The Government has maintained that the proposed skill initiative should not be interpreted as a substitute for regular Government recruitment.
Home Stay Policy May Get Major Procedural Changes
The Cabinet is also likely to examine a revised policy governing home stay establishments in Jammu and Kashmir.
The proposed changes are intended to make the registration and renewal process simpler for property owners and encourage greater participation in the tourism sector.
One of the key proposals is reportedly to extend the validity of home-stay registration from one year to five years.
The revised framework may also introduce simplified compliance procedures, including self-certification, aimed at reducing procedural hurdles.
The changes are expected to support the expansion of community-based accommodation and provide visitors with more options, particularly in areas with tourism potential.
Muthi-Shakuntla Flyover Proposal to Be Considered
On the infrastructure front, the Cabinet is likely to consider administrative approval for a proposed 1.955-kilometre flyover connecting Muthi Flyover with Shakuntla Theatre in Jammu.
The project has been proposed under the Union Territory’s capital expenditure programme and is aimed at improving traffic movement and reducing congestion on the busy corridor.
Industrial Park Proposed at Padri in Samba
A proposal for setting up an Industrial Park at Padri in Vijaypur, Samba, is also expected to come before the Cabinet.
The project has been proposed under the BHAVYA Scheme, with the Government likely to consider placing the required land at the disposal of the Industries and Commerce Department.
The proposed facility is expected to contribute to industrial development and create additional opportunities for investment and employment in the region.
Government Land May Be Transferred for BSNL 4G Expansion
Another important proposal concerns the transfer of Government land to BSNL for strengthening mobile connectivity in areas that remain without adequate 4G coverage.
The proposal is aimed at expanding and saturating 4G services in uncovered villages across Jammu and Kashmir, particularly in areas where connectivity remains limited.
The move is expected to support improved digital access and communication infrastructure in rural and remote areas.
Sabzi Mandi Proposal for Sopore
A separate land-related matter involves approximately three kanals of Shamlat land at Sopore.
The land is proposed to be placed at the disposal of the Agriculture Production Department for the development of a Sabzi Mandi, subject to approval by the Cabinet.
The proposal is expected to strengthen local agricultural marketing infrastructure and facilitate better handling and distribution of farm produce.
Promotions in JK Accounts Service Likely
Several administrative matters are also expected to be taken up during the meeting.
The Cabinet may consider proposals concerning the promotion of officers of the Jammu and Kashmir Accounts Service to senior positions, including posts of Director and Director General, among other matters.
The proposals are part of the Government’s broader administrative exercise concerning career progression and senior-level appointments.
Flood Relief and Road Macadamisation on Agenda
The Cabinet is also expected to consider issues relating to flood relief compensation and preparations for post-monsoon macadamisation works across Jammu and Kashmir.
The proposed measures assume significance in view of damage caused to infrastructure and roads by recent weather-related events.
The roadwork proposals are also aimed at improving road conditions before the onset of the winter season, when weather conditions can affect construction and maintenance activities.
Four Government Bills May Get Cabinet Clearance
Apart from policy and development proposals, four Bills prepared by different Government departments are also expected to be placed before the Cabinet.
If cleared, the Bills are likely to be taken forward for introduction in the Jammu and Kashmir Legislative Assembly during its forthcoming session.
The Cabinet’s approval would therefore pave the way for the Government to formally place the proposed legislation before the House.
Cabinet Decisions Subject to LG Approval
The September 10 meeting is expected to cover a mix of youth-focused policy reforms, tourism regulations, infrastructure development, industrial expansion, digital connectivity, agricultural facilities and administrative matters.
However, decisions taken by the Union Territory Cabinet will remain subject to the approval of the Lieutenant Governor of Jammu and Kashmir, as applicable under the existing constitutional and administrative framework.(KNC)
