Jammu Kashmir Finance Department Constitutes Core Group for IFMIS 3.0 IT Reforms

   

SRINAGAR: The Jammu and Kashmir Government has constituted a Core Consultation Group (CCG) to oversee and facilitate the time-bound implementation of information technology reforms under JK IFMIS 3.0, with a focus on financial management, budgeting, expenditure management, accounting and treasury operations.

The Finance Department issued Government Order No. 287-F of 2026 on September 10, assigning the group responsibility for strategic guidance, coordination, monitoring and resolution of issues arising during implementation of the reforms.

The CCG will be headed by Mohd Sultan Malik, Director General, Budget, as Chairman, while J.S. Modi, State Informatics Officer, NIC, will be the Co-Chairman.

Other members include Mazher Hussain, Director Finance (Resources); Ishfaq Ahmad Pandith, Joint Director (Central); Sonika Arora, Joint Director (Codes Division); Jaswinder Pal Singh, Deputy Director (Resources); Muzaffer Ahmed, General Manager, IT, JK Bank; Sanjay Gupta, Scientist ‘F’, NIC; Aagib Javaid Mufti, Accounts Officer, Budget Division; Mudasir Zaman, Accounts Officer, Directorate General of Accounts and Treasuries; Imran Sofi, Project Manager, JaKeGA; and a representative of the Project Management Unit of the Budget Division.

The group has been tasked with ensuring development of prioritised IT modules and compliance requirements under Part IV of the State-Assistance for Capital Investment (SASCI) reforms relating to financial management, budgeting, expenditure management, accounting and treasury operations.

It will regularly review implementation progress, identify bottlenecks and gaps, and recommend corrective measures. The group will also supervise technical and implementing agencies involved in the development, integration, testing, deployment and maintenance of IFMIS 3.0 modules.

The CCG will work towards interoperability and integration of IFMIS 3.0 with relevant departmental, treasury, accounting and other government systems. It will also examine issues concerning business processes, functional requirements, technical architecture, data integration, reporting, dashboards and controls.

The group has further been mandated to review existing financial management processes and recommend process re-engineering, standardisation and automation where required.

It will monitor implementation milestones, deliverables and timelines and ensure adherence by concerned stakeholders and agencies.

The CCG will meet regularly and may invite or co-opt representatives from departments, agencies and technical institutions, including the RBI, Principal Accountant General, Taxes Department and Information Technology Department, for discussions on specific issues.

The group will function under the overall supervision of the Finance Department and submit progress reports and recommendations to the Additional Chief Secretary, Finance Department, as required.
