Jammu Kashmir Gets Rs 641.60 Crore Central Share Approved Under RUSA/PM-USHA, Parliamentary Reply Says

   

SRINAGAR: Jammu and Kashmir has received approval for a total of Rs 712.11 crore under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), now continued as the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA), including a central share of Rs 641.60 crore, according to a Union Ministry of Education reply in the Lok Sabha.

The figures were provided by Minister of State for Education Jayant Chaudhary in response to Lok Sabha Unstarred Question No. 1281, raised by Ms S Jothimani and answered on July 27, 2026, on the allocation of funds under major educational schemes.

The parliamentary reply showed that Jammu and Kashmir’s approved central share under RUSA/PM-USHA is among the higher allocations listed for States and Union Territories. The corresponding total approved amount of Rs 712.11 crore includes the Centre’s Rs 641.60 crore share.

Under Samagra Shiksha, the Centre allocated Rs 1,320.2174 crore to Jammu and Kashmir in 2021-22 and released Rs 873.9883 crore. In 2022-23, the allocation stood at Rs 1,650.5967 crore, against releases of Rs 364.9718 crore. The allocation increased to Rs 1,736.4967 crore in 2023-24, with Rs 865.4388 crore released, while Rs 1,721.6013 crore was allocated and Rs 823.4931 crore released in 2024-25. For 2025-26, Rs 1,435.9916 crore was allocated and Rs 516.9209 crore released.

Under the PM SHRI scheme, Jammu and Kashmir was allocated a central share of Rs 104.796 crore and received Rs 52.39 crore in 2023-24. The allocation rose to Rs 252.68 crore in 2024-25, with Rs 99.72 crore released. In 2025-26, Rs 249.36 crore was allocated and Rs 124.68 crore released.

The reply also showed that Rs 1.85 crore was allocated to Jammu and Kashmir under the PM e-Vidya 200 DTH TV Channels initiative in 2025-26. The same amount was allocated to Ladakh, while several smaller Union Territories received Rs 0.87 crore each.

Under PM POSHAN, Jammu and Kashmir received Rs 159.60 crore in 2020-21, of which Rs 143.06 crore was utilised. In 2021-22, Rs 122.21 crore was released and Rs 89.57 crore utilised. The figures for 2022-23 were Rs 86.84 crore released and Rs 173.34 crore utilised, while Rs 136.80 crore was released and Rs 130.91 crore utilised in 2023-24. In 2024-25, Rs 119.36 crore was released and Rs 127.96 crore utilised.

At the national level, the Centre’s approved expenditure under RUSA/PM-USHA across States and UTs stood at Rs 21,926 crore, with a central share of Rs 14,483.75 crore, excluding the 1 per cent Central MMER amount of Rs 80.30 crore. Jammu and Kashmir’s approved central share of Rs 641.60 crore therefore accounts for a significant portion of the overall central allocation under the scheme.

The Ministry said funds under the Centrally Sponsored Schemes are released to States and UTs in accordance with scheme guidelines and instructions issued by the Ministry of Finance from time to time.
