Jammu Kashmir: Govt Approves JKPaySys-Based Salary System for PDD Corporation Employees

   

SRINAGAR: The Jammu and Kashmir Government on Thursday approved the implementation of an “employees-wise CPIS based” salary disbursement system for employees of four power sector corporations through the JKPaySys platform, with effect from May 2026.

According to Government Order No. 180-FD of 2026 issued by the Finance Department, the new arrangement will apply to employees of the Jammu and Kashmir Power Corporation Limited (JKPCL), Jammu and Kashmir Power Transmission Corporation Limited (JKPTCL), Kashmir Power Distribution Corporation Limited (KPDCL) and Jammu Power Distribution Corporation Limited (JPDCL), which function under the administrative control of the Power Development Department.

The order states that the move aims to ensure standardisation, transparency and efficiency in salary processing after updating the CPIS system on the Human Resource Management (HRM) Portal. Employee-wise salary disbursement will now be processed through the JKPaySys platform, similar to the system already operational in other government departments and sectors.

The implementation process will be carried out at the level of the concerned Chief Pay and Accounts Officers (CP and AOs) and Pay and Accounts Officers (P and AOs) operating through treasuries.

As per the order, the system will cover only those employees of the Power Development Department who are on deputation to the four corporations, including employees deputed from other government departments, are registered on the HRMS platform, and were appointed prior to October 2019, the date of unbundling of the Power Development Department.

The government has clarified that employees directly engaged by the corporations, either before or after unbundling, will remain outside the ambit of the JKPaySys system and will continue to receive salaries through the existing mechanism.

The order further states that salaries processed through the JKPaySys portal will continue to be debited to the Grants-in-Aid (GIA-036) Salary Account Head already mapped within the system.

The Finance Department has directed that the entire process of shifting salary drawal to the JKPaySys portal shall be completed in accordance with the prescribed procedure and made operational from May 2026.
