Jammu Kashmir: Govt Places 35 Engineers as In-charge Assistant Executive Engineers in R and B Department

   

SRINAGAR: The Jammu and Kashmir Government on Thursday ordered the placement of 35 engineers as In-charge Assistant Executive Engineers (Mechanical) in the Public Works (R and B) Department, with immediate effect.

According to Government Order No. 156-PW(R and B) of 2026, issued by the Public Works (R and B) Department, Civil Secretariat, Jammu/Srinagar, the arrangement has been made in respect of Assistant Engineers and In-charge Assistant Engineers (Mechanical) who have been placed as In-charge Assistant Executive Engineers (Mechanical) in their own pay and grade.

The order states that the placement has been made under the Jammu and Kashmir Engineering (Gazetted) Service Recruitment Rules, 1978, as amended vide SRO 297 of 2006, and will remain in force until the posts are filled through eligible engineers under the relevant quota.

Among the 21 degree holders placed are Kiran Hansa (SC), Rais Ahmed Laway (RBA), Rajeev Kumar (SC), Devinder Kumar Mangotra (SC), Bilal Bin Mohammad (RBA), Mushtaq Ahmed Bhat (RBA), Sandeep Mohan (RBA), Raj Nath Bhat (RBA), Mohd Yaseen (RBA), Nissar Ahmed Bhat (RBA), Mukesh Kumar Sharma (ALC), Tahir Rashid Khan (ALC), Rajesh Kumar (ST), Kamaljeet Singh (Ex-serviceman), Zeeshan Akram (ST), Sanjeev Kumar Gupta, Waseem Yousuf, Umar Mushtaq, Malik Mohd Nasir (RBA), Sanjay Bhat and Nidhi Khanna.

In addition, 14 diploma holders have been placed as In-charge Assistant Executive Engineers, including Tariq Ahmad Bhat, Sanjay Raina-III, Sagar Singh, Jagdev Singh, Manjeet Kotwal (RBA), Bashrat Ibrahim Sheikh (RBA), Ajaz Ahmad Rather (RBA), Kewal Kishan (ST), Ravi Kumar (SC), Suraj Prakash (SC), Kuldeep Raj (SC), Bal Dev Raj (SC), Kem Raj Raina (ALC) and Said Rehman (ST).

The order clarifies that the arrangement is purely temporary and stop-gap in nature and shall not confer any right to regular promotion, confirmation or substantive appointment. It will be subject to the outcome of any pending writ petitions and may be reversed without notice in case of adverse reports or if any superior claim of eligible engineers is established.

It further states that the engineers will continue at their present places of posting until further orders, and will be entitled to charge allowance as per applicable rules under a Finance Department circular dated March 27, 2026.
