Jammu Kashmir Govt Approves Regularisation of Incharge Headmasters

   

SRINAGAR: The Jammu and Kashmir Government has approved the promotion and regularisation of three Incharge Headmasters and equivalent officers as Headmasters and equivalents in the School Education Department.

The decision was issued through Government Order No. 370-JK (Edu) of 2026 dated September 10, 2026, in pursuance of State Administrative Council Decision No. 166/22/2018 dated December 7, 2018, and the recommendations of the Departmental Promotion Committee meeting held on May 16, 2023.

The officers covered by the order are Rita Sambyal, seniority number 1018, Haminda Bano, seniority number 1364, and Muzaffar Hussain, seniority number 1710.

Sambyal, posted at Government High School City Chowk, Jammu, has been granted notional regularisation with effect from January 15, 2013, followed by regular regularisation from February 6, 2013, up to the date of her retirement.

Bano, posted at BHS Natipora, has been regularised with effect from January 15, 2013, up to the date of her retirement.

Hussain, posted at Government High School Lambi Patti Tilla in Zone Surankote, Poonch district, has been regularised with effect from February 1, 2014, up to the date of his retirement.

The order specifies that the notional benefit will be available strictly for seniority purposes and will not carry monetary benefits unless otherwise admissible.

The concerned Drawing and Disbursing Officers (DDOs) have been directed to complete the prescribed formalities, including obtaining affidavits attested by a First Class Magistrate from the officers. The undertaking is required to state that the regularisation will stand cancelled ab initio if any service particulars or academic credentials are subsequently found to be fake, forged or issued by an unrecognised university.

The DDOs have also been asked to obtain Last Pay Certificates and other relevant details from the officers’ parent offices before fixing their pay in the applicable revised pay scales. The order requires compliance with Finance Department instructions governing time-barred arrears and the General Financial Rules, 2017.

The promotion and regularisation has been made without prejudice to any writ petitions pending before courts or cases pending before the Anti-Corruption Bureau or Crime Branch..
