SRINAGAR: The Jammu and Kashmir Government has imposed the minor penalty of “Censure” on Sajad Ahmad Khan, an Accountant formerly posted at the District Treasury Office, Kupwara, following a departmental inquiry into an allegation that he had sought illegal gratification from a contractor.
The action was ordered through Government Order No. 276-F of 2026, dated September 3, 2026, issued by the Finance Department.
The disciplinary proceedings followed a verbal complaint alleging that Khan had demanded illegal gratification from a contractor. An inquiry was subsequently conducted by the Treasury Officer, District Treasury Office, Kupwara, under an order issued by the Director Accounts & Treasuries, Kashmir, on June 16, 2026.
The inquiry examined relevant records and statements from the persons concerned. According to the findings, the allegation that Khan had demanded and accepted illegal gratification was not substantiated, with the inquiry report citing the absence of documentary and independent corroborative evidence.
The inquiry, however, identified deficiencies in Khan’s conduct while dealing with members of the public. The conduct was held to be inconsistent with the standards expected of a government servant.
Following the inquiry, the Director Accounts and Treasuries, Kashmir, recommended the minor penalty of “Censure” under Rule 30(i) of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. The recommendation was placed before the competent authority, which considered and accepted the inquiry findings.
The Finance Department has now sanctioned the penalty under the applicable provisions of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956.
