SRINAGAR: The Jammu and Kashmir Government has constituted a five-member committee to undertake a one-time comprehensive verification of claims by In-charge Headmasters who were left out of the regularisation process, including those who have since retired.
The School Education Department issued Government Order No. 385-JK (Edu) of 2026, constituting the committee to examine the cases and determine the reasons for non-regularisation.
The committee will be headed by the Director Finance of the School Education Department, while the Additional Secretaries for AK and Legal, and the Personnel Officers of the Directorates of School Education Jammu and Kashmir will be its members. The Personnel Officer of the Directorate of School Education, Kashmir, has been designated Member Secretary.
The committee has been tasked with compiling the complete list of In-charge Headmasters or equivalent incumbents who were formally placed in such positions but were not regularised, including retired officials.
It will verify original placement orders, service records, seniority positions and other relevant documents to establish whether the claimants actually discharged the duties of In-charge Headmasters during the periods claimed.
The committee will also reconcile the sanctioned and working strength, vacancies and dates on which vacancies arose in the Headmaster cadre during the relevant periods. It will examine whether the concerned officials fell within the prescribed consideration zone and met the eligibility requirements for regularisation or promotion under the rules applicable at the time.
The terms of reference also require the committee to distinguish cases excluded due to non-availability or accrual of vacancies from those involving eligibility deficiencies, vigilance status, service records or other disqualifications.
Cases involving retired incumbents will be examined separately in light of the applicable rules and legal position governing consideration of such claims after retirement.
The committee will also examine whether any court or tribunal proceedings, interim orders or other legal impediments are pending in the cases.
The committee has been directed to submit case-wise recommendations within one month, clearly stating the reasons for exclusion or non-regularisation in each case.
