Jammu Kashmir Govt Constitutes District-Level Panels to Inspect Hostels Across UT

   

SRINAGAR: The Jammu and Kashmir Government has constituted District-Level Inspection Committees in all districts to conduct regular inspections of hostels functioning across the Union Territory, with a focus on food safety, hygiene, infrastructure and financial management.

According to Government Order No. 1060-JK(GAD) of 2026, dated June 9, 2026, issued by the General Administration Department, the committees will carry out monthly inspections of all hostels operating within their respective districts and submit comprehensive reports to the concerned Deputy Commissioners.

The five-member committees will be headed by the Additional District Development Commissioner and will comprise the Programme Officer, ICDS; Assistant Commissioner Development; District Social Welfare Officer; and Assistant Director, Food, Civil Supplies and Consumer Affairs Department. The committees have also been authorised to co-opt other officers whenever required.

The order mandates the committees to assess the quality and safety of food being served to hostel inmates and verify compliance with prescribed food safety standards. They will also inspect hygiene, sanitation, cleanliness and overall living conditions within hostel premises.

In addition, the committees will examine kitchen facilities, drinking water arrangements, waste disposal systems and the adequacy of hostel infrastructure, including accommodation, toilets, bathrooms, electricity supply, ventilation and safety measures.

The inspection panels have also been tasked with scrutinising the maintenance of records, accounts and expenditure registers, besides verifying the utilisation of funds and adherence to financial rules and procedures.

The government has directed the committees to recommend remedial measures for improving hostel management, safety, welfare and living conditions of inmates wherever deficiencies are found.

Under the order, Deputy Commissioners will review the monthly inspection reports and forward them, along with their recommendations, to the concerned Administrative Departments for necessary action.
