Jammu Kashmir Govt Constitutes Technical Panel to Appraise SDC Compute Enhancement Project

   

SRINAGAR: The Jammu and Kashmir Government has constituted a six-member Technical Appraisal Committee (TAC) to examine and vet the Detailed Project Report (DPR) for the proposed “Expansion of SDC (Compute Enhancement)” project.

The committee was constituted under Government Order No. 1313-JK(GAD) of 2026, issued by the General Administration Department on August 3.

The Chief Executive Officer of the Jammu and Kashmir e-Governance Agency (JaKeGA) has been designated as chairperson, while the State Informatics Officer of the National Informatics Centre (NIC), JK, Director Incharge of NIELIT, JK, and representatives from IIT Jammu and NIT Srinagar will serve as members.

An Under Secretary to the Government in the Information Technology Department has been designated as Member-Convener.

The committee has been directed to submit its report to the Information Technology Department within 45 days of issuance of the order.

As part of its mandate, the TAC will comprehensively examine the DPR, including its technical, financial, administrative, legal and operational aspects. It will also assess whether the project’s objectives, scope, deliverables, timelines and expected outcomes are clearly defined, realistic and aligned with the applicable policy framework and project requirements.

The committee will further scrutinise the proposed technical architecture, specifications, design parameters, standards, interoperability, scalability, security provisions and sustainability measures, ensuring compliance with prevailing Government standards.

The TAC has also been tasked with ensuring strict adherence to Government rules, procedures and guidelines while making its recommendations.

The Member-Convener will coordinate with committee members to convene meetings and ensure timely appraisal and vetting of the relevant documents.
