SRINAGAR: The Jammu and Kashmir Government has delegated the Drawing and Disbursing (DDO) powers of the Zonal Education Officer (ZEO), Nangali in Poonch district to the Principal of Higher Secondary School (HSS), Chandak, Poonch, until a regular arrangement is made.
According to Government Order No. 286-JK (Edu) of 2026, issued by the School Education Department, the delegation has been approved following a proposal from the Directorate of School Education, Jammu.
The order states that the Principal, HSS Chandak, shall exercise only the Drawing and Disbursing powers of the ZEO, Nangali.
The government clarified that the delegated authority is strictly limited to financial functions related to drawing and disbursing of funds and does not confer any administrative powers or responsibilities of the office.
The Directorate of School Education, Jammu, has been directed to ensure that the delegated powers are exercised strictly in accordance with the rules in force, government instructions issued from time to time, and the provisions of the General Financial Rules (GFR), 2017. It has also been asked to ensure that all prescribed records are properly maintained.
