SRINAGAR: The Jammu and Kashmir Government has delegated Drawing and Disbursing Officer (DDO) powers for 17 headless educational institutions and offices across five districts to designated school education officers and principals, pending regular arrangements by the department.
The delegation was approved through Government Order No. 401-JK (Edu) of 2026, issued by the School Education Department on September 25, 2026, following a proposal from the Director of School Education, Kashmir.
The order covers institutions and offices in Anantnag, Bandipora, Baramulla, Budgam, Kulgam and Srinagar.
In Anantnag, DDO powers for ZEO Shangus have been assigned to the Principal of HSS Shangus, while HS Lidroo and HS Aru have been placed under the Headmaster of HS LP Kalan. HS Gawran has been assigned to the Headmaster of HS Dessu.
In Bandipora, the ZEO Hajin will exercise DDO powers for HS Banyari Sharkie, while the Principal of HSS PTL will handle the powers for HSS Kilshey.
In Baramulla, the Principal of HSS Sherabad has been assigned DDO powers for GHSS Ahmadpora, while BHS T.K Bala has been placed under the Headmaster of GHS Pattan. The Principal of HSS Tilgam will exercise DDO powers for HSS Palhallan, and the Principal of HSS Pattan for HSS Sultanpora, both with effect from October 1, 2026. HS Wanigam Payen has been assigned to the Headmaster of HS Tapper Waripora from the same date.
In Budgam, HS Raiyar Ichh has been assigned to HS Yarikhah with effect from October 1, 2026.
In Kulgam, the Principal of HSS Chowgam will exercise DDO powers for GHS Chowgam, while the Principal of HSS Malwan has been assigned the powers for ZEO D.H Pora. HS Badroo has been placed under the ZEO Yaripora.
In Srinagar, the Principal of BHSS Palpora has been assigned DDO powers for BHS Tanwaripora, while BHS Rambigarh has been placed under the Principal of BHSS Mujgund.
The Government order states that the delegated powers will remain in force until regular arrangements are made by the department.
It specifies that the officers exercising the powers must be Gazetted Officers and comply with applicable rules and instructions governing the Union Territory of Jammu and Kashmir.
The delegated powers will operate through the existing DDO codes of the respective institutions, with no separate DDO code to be created solely because of the delegation unless specifically authorised by the competent authority.
The powers have been limited to drawing and disbursing salaries, operating authorised funds and processing or handling bills and other permissible financial transactions through the existing UT financial and treasury systems.
The order makes clear that the delegation does not confer administrative authority on the designated officers. They cannot exercise powers relating to appointments, postings, transfers, promotions, disciplinary proceedings or other service matters unless separately authorised under the applicable rules.
The officers have also been directed to comply with the applicable Financial Code, General Financial Rules (GFR), Treasury Rules, Delegation of Financial Powers, government instructions and other relevant statutory and procedural provisions.
