Jammu Kashmir: Govt Delegates DDO Powers to Headless Educational Institutions

   

SRINAGAR: The Jammu and Kashmir Government has delegated Drawing and Disbursing Officer (DDO) powers for two headless educational institutions in Ganderbal district to facilitate their financial and payment-related functions until regular arrangements are made.

According to Government Order No. 365-JK (Edu) of 2026, issued by the School Education Department on September 8, the DDO powers for BHS Harran have been assigned to the Principal, Government Higher Secondary School Ganderbal.

For High School Preng, the DDO powers have been delegated to the Headmaster, BHS Kachanambal.

The order was issued following a reference received from the Director, School Education, Kashmir, through letter No. DSEK/Estt/Gaz/9443630/216 dated August 21, 2026.

The department has made it clear that the delegated powers are restricted strictly to drawing and disbursing functions and do not authorise the concerned officers to undertake administrative works or functions of the respective schools.

The concerned DDOs have been directed to exercise the powers strictly in accordance with the rules in force and government instructions issued from time to time, while maintaining the requisite records prescribed under the General Financial Rules (GFR), 2017.

The delegation will remain in force until regular arrangements are made by the department.
