Jammu Kashmir Govt Designates Feeding Spots for Stray Dogs, Warns Against Relocation

   

SRINAGAR: The Jammu and Kashmir Government on Monday prohibited the relocation or removal of stray dogs by individuals, Resident Welfare Associations (RWAs) and other groups, while issuing fresh guidelines on designated feeding spots and animal welfare in compliance with directions of the Supreme Court.

An official from the Housing and Urban Development (H&UD) Department said that the government is committed to implementing the Supreme Court’s directions in Suo Motu Writ Petition (Civil) No. 5 of 2025 concerning the welfare, protection and management of stray animals.

Clarifying the rules for citizens, RWAs and animal welfare groups, the department said feeding of community dogs is not prohibited but must be carried out only at designated feeding spots. It added that additional feeding locations are being identified and notified across urban areas of Jammu and Kashmir based on the population of community dogs in each ward.

The department urged residents to cooperate with their respective Municipal Corporations, Municipal Councils and Municipal Committees in identifying designated feeding spots, preferably in open and clean spaces away from children’s parks and market areas, to minimise the risk of attacks on children and passers-by.

According to an official communique issued in this regard, the department stressed that the relocation or removal of stray dogs by individuals, groups or Resident Welfare Associations is strictly prohibited and constitutes an offence under the applicable laws and the directions of the Supreme Court.

It said areas for relocation are being identified in every municipality. Until then, RWAs, citizens’ associations and non-governmental organisations have been asked to assist in feeding stray animals at designated spots and facilitate their sterilisation and vaccination at nearby veterinary facilities.

“The little support coming from each citizen group will go a long way in addressing this menace in a humane and compassionate manner,” the department said.

The department further warned that harassing, assaulting, injuring or inflicting cruelty on stray animals is illegal and would attract appropriate legal action under the relevant provisions of law.

Appealing to citizens, animal welfare organisations and RWAs to act with compassion and promote the peaceful coexistence of all living beings, the department said the measures are intended to safeguard both public safety and animal welfare.

For further assistance, residents have been advised to contact their respective Municipal Corporation, Municipal Council, Municipal Committee or officials of the Animal Husbandry Department.
