SRINAGAR: The Jammu and Kashmir Government has empowered Assistant Commissioners Panchayat to accord administrative approval for works costing up to Rs 10 lakh under specified schemes of the Rural Development Department.
The Finance Department, through Notification S.O. 231 dated August 31, 2026, amended the existing delegation of financial powers issued under Notification S.O. 375 of November 2, 2021.
Under the amendment, the post of Assistant Commissioner Panchayat has been added to the list of officers authorised to grant administrative approval, with the ceiling fixed at Rs 10 lakh.
The Finance Department said the delegated authority will be restricted to works implemented under schemes assigned to Assistant Commissioners Panchayats. It will not create any additional financial liability for the Government or authorise creation of posts or sanction of funds beyond approved budgetary allocations.
Administrative approvals will have to remain within the approved scheme guidelines, delegated financial powers and available budget, the notification said. Existing requirements relating to technical and financial sanctions, tendering, procurement, execution of works and financial discipline will continue to apply.
The amendment has been issued under Section 67 of the Jammu and Kashmir Reorganisation Act, 2019, by order of Lieutenant Governor of Jammu and Kashmir.
