SRINAGAR: The Jammu and Kashmir Government has notified the Jammu and Kashmir State Motor Garages (Subordinate) Service Recruitment Rules, 2026, constituting a dedicated subordinate service with a sanctioned strength of 815 posts and laying down revised recruitment, promotion and service conditions for employees of the State Motor Garages Department.
The rules, notified by the Transport Department through S.O. 211 dated July 29, 2026, have been framed under the proviso to Article 309 of the Constitution of India and will come into force from the date of their publication in the Government Gazette.
According to the notification, the newly constituted service will comprise 32 categories of posts, ranging from Section Officer to Sanitation Worker, with appointments to be made through direct recruitment, promotion or deputation, depending on the post. Direct recruitment vacancies will be filled through the Jammu and Kashmir Services Selection Board (JKSSB), while promotional posts will be filled on the recommendations of the Departmental Promotion Committee or the competent recruiting agency.
The rules prescribe educational qualifications, eligibility criteria and recruitment ratios for each category. They also provide for mandatory probation, departmental training, departmental examinations, maintenance of seniority, and reservation in appointments in accordance with the Jammu and Kashmir Reservation Act, 2004, as amended.
The notification further states that employees holding substantive posts in the department at the commencement of the rules will be deemed to have been appointed to the service, subject to fulfilling the prescribed qualifications.
The 2026 rules repeal the Jammu and Kashmir State Motor Garages (Subordinate) Service Recruitment Rules, 2018 notified under SRO-316 dated July 20, 2018. However, appointments and actions taken under the repealed rules will remain valid, while promotions of certain Class-IV employees appointed before S.O. 133 of March 29, 2022, will continue to be governed by the 2018 rules.
