SRINAGAR: The Jammu and Kashmir Government has approved the implementation of e-Sanction and Re-appropriation and Surrender modules on the Jammu and Kashmir Budget Estimation, Allocation and Monitoring System (JK BEAMS) to shift key financial processes to a digital platform.
The Finance Department issued the approval through Government Order No. 310-F of 2026, dated October 7, covering all Administrative Departments, Controlling Officers, Heads of Departments, Drawing and Disbursing Officers and other concerned authorities across Jammu and Kashmir.
Both modules have been developed and technically completed in JK BEAMS, according to the order.
The e-Sanction Module will enable departments and authorised authorities to prepare, process, approve and issue Administrative and Financial Sanctions through a prescribed digital workflow and authority hierarchy. Sanctions issued through the system will carry the digital signature of the competent authority.
The Re-appropriation & Surrender Module will facilitate online submission, processing, examination and approval of proposals relating to re-appropriation and surrender of budgetary funds. Such cases will have to be processed in accordance with applicable financial rules and delegated powers.
The government has directed that anticipated savings be surrendered and funds reallocated through the new module in a timely manner.
The status of sanctions and re-appropriation and surrender proposals will also be available online to the concerned authorities. Digital records of the cases will be maintained through the modules for monitoring, verification and audit purposes.
The Finance Department’s Budget Division will provide technical support for the rollout of both modules. The move is intended to reduce reliance on physical files and manual processing while establishing a digital workflow and audit trail.
The order has been issued with reference to the SASCI Guidelines for 2026-27 of the Ministry of Finance, Government of India, particularly Part IV concerning the strengthening of public finance IT infrastructure in states.
