SRINAGAR: The Jammu and Kashmir Government has constituted a four-member committee to investigate alleged irregularities in the allotment of works by the Public Works (Roads and Buildings) Department’s Anantnag division, including the award of contracts to bidders ranked second-lowest instead of the lowest bidder.
The enquiry has been ordered under Government Order No. 358-PWD(R&B) of 2026, issued by the Public Works (R&B) Department on October 22, 2026. The committee will examine the procedure followed in the tendering process under NIT No. 168/Anantnag/2026-27/E-Tendering/6171 80, issued by the Executive Engineer, R&B Division Anantnag, on August 24, 2026.
The committee comprises the Director Finance, Joint Director Planning, Public Law Officer and Assistant Accounts Officer (IRB) of the R&B Department. It has also been authorised to co-opt other officers or officials as required for the enquiry.
Under its terms of reference, the panel will examine the award of contracts to L2 bidders in alleged violation of Central Vigilance Commission (CVC) guidelines and the provisions of the General Financial Rules (GFR).
It will also scrutinise other tenders issued by the Anantnag division during the financial year 2026-27 in which contracts were awarded to bidders other than L1, the lowest bidder.
The committee has been tasked with assessing the financial loss, or potential loss, to the public exchequer arising from wrongful allotments and identifying the officers or officials involved in awarding such contracts.
