SRINAGAR: The Jammu and Kashmir Government has placed four In-Charge Executive Engineers (Mechanical) as In-Charge Superintending Engineers in their existing pay and grade, with immediate effect.
An order issued by the Public Works (Roads and Buildings) Department on October 27 names Er. Vikas Mahajan, Er. Tariq Bashir, Er. Ansar Hamid Sheikh and Er. Reyaz Ahmad Khan for the arrangement.
Government Order No. 361-PW(R&B) of 2026, issued by Financial Commissioner (Additional Chief Secretary) Anil Kumar Singh, states that the placements will remain temporary arrangements and will not give the engineers any preferential right to substantive promotion.
The order specifies that the posts will be filled on a regular basis through the Departmental Promotion Committee (DPC) or the Jammu and Kashmir Public Service Commission (JKPSC), in accordance with the applicable recruitment rules.
It also provides that the arrangement will remain subject to any genuine superior claim subsequently established by other eligible engineers who have not been included in the order.
The placements will further be subject to the outcome of any pending writ petitions before competent courts or tribunals, the government order states.
