Jammu Kashmir Govt Promotes 28 JKAS Officers, Grants Selection Grade to 19

   

SRINAGAR: The Jammu and Kashmir Government on Friday ordered a major reshuffle in the senior ranks of the Jammu and Kashmir Administrative Service (JKAS), promoting 28 officers to the Special Scale and Selection Grade while granting Selection Grade (non-functional) benefits to another officer through a series of government orders issued by the General Administration Department (GAD).

Under Government Order No. 1375-JK(GAD) of 2026, nine officers were promoted to the Special Scale of JKAS (Level-13). Dr Sunil Sharma was given the promotion notionally with effect from May 15, 2026, on a regular basis, while the remaining officers — Zahoor Ahmad Maqray, Syed Sajad Qadri, Masarat Hashim, Sonali Arun Gupta, Atul Gupta, Ritu Mahajan, Mohammad Anwar Banday and Dr Mohammad Tanvir — were promoted on a prospective basis.

The government also designated Dr Sunil Sharma, Sonali Arun Gupta, Ritu Mahajan and Mohammad Anwar Banday as Special Secretaries in their respective departments, while the remaining officers will continue at their present places of posting until further orders.

In a separate order, the GAD promoted 18 JKAS officers to the Selection Grade (Level-12) on a prospective basis. The officers include Akhil Sadotra, Gulzar Ahmad Bhat, Mumtaz Ahmad Pir, Rachna Sharma, Reyaz Ahmad Shah, Piyush Dhotra, Vikas Sharma, Muzaffar Ahmad Sheikh, Masood Ahmad Wani, Shafqat Majeed Bhat, Tariq Ahmad Reshi, Deepak Kumar, Suheel Ahmad Lone, Shoaib Noor, Javid Ahmad Rather, Musharraf Ali Haf, Shakoor Ahmad Dar and Mohd Jahangir.

The government said Gulzar Ahmad Bhat, Rachna Sharma, Vikas Sharma, Masood Ahmad Wani, Suheel Ahmad Lone and Shoaib Noor will be designated as Additional Secretaries in their respective departments, while the remaining officers shall continue at their existing places of posting.

In another order, the government promoted Jitender Mishra to the Selection Grade of JKAS (Level-12) on a prospective basis. The promotion has been made subject to the outcome of any writ petitions pending before competent courts.

Separately, the government sanctioned the release of the Selection Grade (non-functional) in favour of Jitender Mishra under the Non-Functional (Monetary) Scheme notified through SRO-198 of 2018. The benefit has been granted retrospectively with effect from January 1, 2020.

All the promotions and financial upgradations have been issued following decisions taken by the Council of Ministers on August 4 and are subject to the outcome of any pending litigation before competent courts.
