SRINAGAR: The Jammu and Kashmir Government has accorded sanction to the regular promotion of 29 Senior Scale Stenographers of the Head of Departments cadre as Private Secretaries in the Jammu and Kashmir Private Secretary to Head of Departments (Gazetted) Service.
The promotions have been ordered under Government Order No. 1420-JK(GAD) of 2026, dated August 19, 2026, issued by the General Administration Department (GAD), following recommendations of the Departmental Promotion Committee/Jammu and Kashmir Public Service Commission (JKPSC).
The promoted officers have been placed in Pay Level-8 (Rs 47,600–Rs 1,51,100), with the effective dates of promotion varying according to their individual cases.
According to the order, Mushtaq Ahmad Paul was promoted with effect from May 25, 2022, up to his retirement on December 31, 2024. Fida Hussain was similarly promoted from May 25, 2022, up to his retirement on February 28, 2025, while Subash Chalotra was promoted from May 25, 2022, up to his retirement on May 31, 2022.
Ajay Kumar Sharma has been granted notional promotion with effect from December 21, 2022, and regular promotion with effect from February 11, 2026. Manjeet Kour has been promoted with effect from December 21, 2022.
The order states that Athar-un-Nazir Masoodi, Mukhtar Ahmad Dar, Mohammad Talat Rafiqi, Ganesh Datt, Mohammad Altaf Sangoo, Showkat Ahmad Zerger, Munshi Mehraj-Din, Rakesh Kumar, Satish Kumar Koul, Rajesh Kumar, Bharat Bhushan, Naseer Ahmad, Qayoom Rehman Bhat, Neeraj Bharti, Vishal Trikha, Ghulam Mohi-ud-Din Dar, Tabasum Ali, Rita Jamwal, Davinder Sharma, Kamal Kumar, Ritu Gupta and Nusrat Parvin have been promoted with effect from December 1, 2025.
Sabeena Majid has been granted notional promotion with effect from December 1, 2025, followed by regular promotion with effect from February 11, 2026. Muneer Ahmad Thoker has also been granted notional promotion from December 1, 2025, with regular promotion taking effect from February 11, 2026.
The GAD order was issued with reference to JKPSC letter No. JKPSC-DPS/39/2026-05 (CC: 7905304), dated July 31, 2026.
The Government has, however, made it clear that the regularisation and promotion will remain subject to the outcome of any writ petition(s), if pending before the competent courts of law.
