Jammu Kashmir Govt Forms Panel to Examine Career Progression of PM Package Employees

   

SRINAGAR: The Jammu and Kashmir Government has constituted a committee to examine issues affecting the career progression of employees appointed under the Prime Minister’s Package for Kashmiri Migrants and employees of the JK Relief Organisation (DMRRR).

The committee has been constituted under Government Order No. 1419-JK(GAD) of 2026, dated August 19, and has been given one month to submit its report and recommendations to the Government.

The Administrative Secretary, General Administration Department, will head the panel, while the Administrative Secretaries of the ARI and Trainings Department and the Department of Law, Justice and Parliamentary Affairs will serve as members.

The Relief and Rehabilitation Commissioner (M), JK, has been designated as Member Secretary, while a representative of DMR and R not below the rank of Additional Secretary to the Government will also be a member. The Chairman may co-opt any other member as required.

The committee has been tasked with reviewing the existing service conditions, cadre structures, recruitment rules and promotional avenues applicable to the employees concerned.

It will also identify measures to address stagnation and other impediments to career progression and assess the financial, administrative and legal implications of proposed measures. The panel may recommend amendments to relevant rules wherever necessary for implementing its recommendations.
