SRINAGAR: The Jammu and Kashmir Government has rejected a claim seeking inclusion in the seniority list of Post Graduate (PG) Masters/Teachers in Computer Science, holding that the applicant acquired the required postgraduate qualification after the prescribed cut-off date.
The decision was taken by the School Education Department while considering the Central Administrative Tribunal’s order of May 12, 2026, in Original Application (O.A.) No. 441/2026.
The applicant had sought inclusion in the seniority list on the basis of completing his Master’s degree in Computer Science, besides relying on prior permission granted by the authorities to pursue the course. He had also sought consideration of his representations in light of Government Order No. 188-JK(Edu) of 2024 and Government Order No. 19-JK(Edu) of 2026.
The Tribunal, while disposing of the case, directed the authorities to consider the representation already submitted by the applicant and treat the original application as an additional representation. It also directed the respondents to take a decision within six weeks through a detailed and speaking order in accordance with law and the applicant’s entitlement.
Following the Tribunal’s directions, the School Education Department examined the applicant’s representation, the pleadings in the case, official records, applicable statutory provisions and service rules.
The department found that Government Order No. 188-JK(Edu) of 2024, dated March 15, 2024, had prescribed March 15, 2024, as the cut-off date for possessing the required postgraduate qualification for inclusion in the seniority list of PG Masters/Teachers.
According to the government records, the applicant passed his postgraduate examination on April 10, 2024, after the prescribed cut-off date.
The department consequently held that he did not meet the eligibility criteria for inclusion in the Computer Science seniority list and rejected his claim as devoid of merit.
