SRINAGAR: The Jammu and Kashmir Government has said there is currently no proposal under consideration to upgrade the Primary Health Centres (PHCs) at Khag, Waterhail and Hardipanzoo in the Khansahib constituency to Community Health Centres (CHCs).
The Health and Medical Education Department gave the information in response to a question raised by Khansahib MLA Saif-ud-Din Bhat on the upgradation of health institutions in the constituency.
According to the department, the proposed upgradation could not be taken up in view of austerity measures imposed by the Finance Department through Government Order No. 198-F of 2026, dated May 22, 2026. The measures, among other restrictions, bar the creation of new posts.
The department, however, said a separate proposal to upgrade PHC Arigam to the level of MCH has been submitted to the Finance Department. The proposal includes the creation of 43 posts across various categories and was moved following directions issued at a high-level meeting. It is currently awaiting consideration by the Finance Department.
On the availability of emergency and essential healthcare services, the government said Sub-District Hospital (SDH) Khansahib is operating round-the-clock. PHCs at Kralnewa and Hardipanzoo are also providing 24×7 emergency and essential services.
The other PHCs in the constituency — Rayar, Waterhail, Nunner, Gurwait, Dabipora, Kachwari and Arigam — are not functioning on a 24-hour basis. The department said additional manpower would be required to extend round-the-clock services at these facilities.
The department also provided details on the accommodation of Health Sub-Centres in the constituency. The Sub-Centre at Falkilli is operating from a government building, while those at Shuroo, Dragger, Hardiwail and Shalinar are functioning from rented premises.
The government said construction of permanent government buildings for these Sub-Centres would be considered after completing the required formalities, including identification of suitable land, assessment of feasibility, determination of funding sources, preparation of Detailed Project Reports (DPRs) and evaluation of site requirements according to the respective catchment areas.
