SRINAGAR: Bharat Sanchar Nigam Limited (BSNL) has commissioned 1,748 of the 1,843 planned 4G sites in Jammu and Kashmir, leaving 95 sites yet to be commissioned, according to data presented by the Union Government in the Rajya Sabha on Thursday.
The figures, as of July 31, 2026, show that 1,790 4G sites had been installed in JK, of which 1,748 were commissioned. This means nearly 95 per cent of the planned sites have been brought into operation, with 53 installed sites still awaiting commissioning.
Across India, BSNL had installed 98,557 indigenous 4G sites against a target of one lakh, while 97,213 sites were on air, the Ministry of Communications said.
JK has a higher number of operational 4G sites than Ladakh, where 343 of the 404 planned sites had been commissioned. In Himachal Pradesh, 2,005 of 2,019 planned sites were operational.
The disclosure came in response to Rajya Sabha Unstarred Question No. 2891 on implementation of the BSNL revival package.
The Government said it has approved revival packages worth about Rs 3.18 lakh crore for BSNL, including a sovereign guarantee of Rs 31,328 crore for raising long-term sovereign guarantee bonds for debt restructuring.
The latest package includes Rs 6,982 crore approved in 2025 as additional capital expenditure support for the nationwide rollout of BSNL’s 4G network.
The Government said the revival measures are aimed at improving BSNL’s viability and competitiveness, reducing operational costs, expanding telecom and rural digital connectivity and promoting indigenous telecommunications technology.
BSNL’s financial performance, however, continues to show losses. Its revenue increased from Rs 19,053 crore in 2021-22 to Rs 25,049 crore in 2025-26, but the company recorded a net loss of Rs 4,738 crore in 2025-26, compared with a loss of Rs 2,247 crore in 2024-25.
The company’s subscriber base has also undergone significant changes. BSNL’s mobile subscribers stood at 92.94 million in March 2026, down from 113.72 million in March 2022.
Its total broadband subscriber base stood at 27.37 million in March 2026, comprising 4.51 million FTTH connections and 22.86 million wireless broadband subscribers. The number of landline subscribers stood at 7.46 million.
The Government said the revival packages are intended to strengthen BSNL’s long-term viability while enabling the state-owned telecom operator to expand next-generation connectivity and rural digital services across the country.
