Jammu Kashmir: Health Department Orders Probe into Service Book Tampering, Fake Salary Withdrawals

   

SRINAGAR: The Jammu and Kashmir Health and Medical Education Department has constituted an Inquiry-cum-Audit Committee to investigate alleged tampering of Service Books and financial irregularities, including suspected fake salary withdrawals, at the office of the Block Medical Officer (BMO), Darhal.

The committee has been tasked with conducting a detailed inquiry and audit of payroll records and Service Books of officers and officials associated with the BMO office for the relevant period. The investigation will also examine allegations of unauthorised financial transactions and determine responsibility wherever lapses, irregularities or embezzlement are established.

The committee was constituted under Government Order No. 640-JK(HME) of 2026, dated August 20.

Liaqet Mehmood, Chief Accounts Officer, Government Medical College (GMC), Rajouri, has been appointed Chairman. Gulzar Hussain, Assistant Director (P&S), GMC Rajouri, is a member, while Shafat Ul Rehman, Assistant Accounts Officer, GMC Rajouri, has been designated Member/Presenting Officer.

Under its terms of reference, the committee will scrutinise payroll records, pay bills, vouchers and other financial documents relating to BMO Darhal. It will verify the Service Books of all concerned officers and officials, particularly entries concerning appointments, promotions, increments, leave and pay fixation.

The panel will also examine compliance with the JK Civil Services Regulations, Financial Code and other rules governing pay and allowances. It has been directed to identify deviations, irregularities and unauthorised financial transactions and fix accountability where violations are established.

The committee has further been authorised to recommend disciplinary proceedings under the JK Civil Services (Classification, Control and Appeal) Rules, 1956, wherever warranted. It must maintain records of documents examined and attach certified copies to its report.

A specific part of the inquiry will focus on Point No. 12 of a representation alleging illegal withdrawal of salaries in the names of fake employees, involving amounts ranging from Rs 1 lakh to Rs 60 lakh. The allegations concern Mohd Pervaiz, Senior Assistant, Tasawar Hussain, Junior Assistant, and Babar Hussain, Junior Assistant.

The committee will also examine the complete factual, administrative and legal background surrounding Order No. DHSJ/Acctts/10561-62 dated October 11, 2021, issued by the Director Health Services, Jammu. The order invoked Rule 31(3) of the J&K Civil Services (Classification, Control & Appeal) Rules, 1956, in relation to the reinstatement of the aforementioned officials.

It will also examine the basis for treating their period of suspension as “on duty” through Order No. CMOR/Est-VII/2021-22/2268-71 dated June 19, 2021.
