SRINAGAR: The High Court of Jammu and Kashmir and Ladakh has ordered a series of promotions among its officers and officials across the administrative, secretarial and computer cadres, besides granting retrospective promotion to two Court Officers as Section Officers with effect from June 12, 2026.
The promotions were approved by the Chief Justice on the recommendations of the High Court’s Committee for Appointment and Promotion of Officials/Officers of the High Court Staff. The orders were issued by Registrar General M K Sharma on September 28, 2026, from the Registrar General’s camp office at Jammu.
In a separate order, Rajeev Joshi and Mohammad Ashraf Paul, who had earlier been promoted as Court Officers in Pay Level-6E (Rs 35,900–Rs 1,13,500) through High Court Order No. 740 of 2026/RG/NG-495(I) dated May 18, 2026, have been deemed to have been promoted as Section Officers in Pay Level-7 (Rs 44,900–Rs 1,42,400).
Their promotion as Section Officers will take effect from June 12, 2026, the date on which Government communication No. Law-Jud/17/2021-10 was issued.
In the administrative cadre, Joint Registrar (Administration) Jatinder Singh has been promoted as Additional Registrar (Administration) in Pay Level-13 (Rs 1,23,100–Rs 2,15,900) against an available vacancy, with effect from November 24, 2026, the date specified in the order for his attaining the requisite eligibility.
Deputy Registrar (Administration) Naseema Hassan has been promoted as Joint Registrar (Administration) in Pay Level-12 (Rs 78,800–Rs 2,09,200), also with effect from November 24, 2026. The promotion is against the vacancy to be caused by Singh’s promotion.
Assistant Registrars-I Sunil Kumar and Rajesh Sood have been promoted as Deputy Registrars in Pay Level-11 (Rs 67,700–Rs 2,08,700) against available vacancies.
Syed Gulzar Ahmad and Anuradha Sharma, both Assistant Registrars-I, have also been promoted as Deputy Registrars (Administration) in Pay Level-11 against available vacancies, with effect from November 24, 2026, as specified in the order.
The order further provides for promotions in the Assistant Registrar and Section Officer ranks. Sanjeev Kumar, an Assistant Registrar-II, has been promoted as Assistant Registrar-I in Pay Level-8A (Rs 50,700–Rs 1,60,600), with effect from November 24, 2026, against the vacancy created by Sunil Kumar’s promotion.
Section Officer Gowhar Nazir has been promoted as Assistant Registrar-II in Pay Level-8 (Rs 47,600–Rs 1,51,100), against the vacancy created by the promotion of Gh Hassan Dar as Assistant Registrar-I.
Section Officer Rajeshwar Singh has also been promoted as Assistant Registrar-II in Pay Level-8, with effect from November 24, 2026, against the vacancy resulting from Sanjeev Kumar’s promotion.
Head Assistants Mohd Zabar Khatana and Choor Singh have been promoted as Section Officers in Pay Level-7 against vacancies caused by the voluntary retirement of Shakeel Ahmad Hakeem and the promotion of Gowhar Nazir as Assistant Registrar-II, respectively.
Head Assistant Zia-ul-Qamar has been promoted as Section Officer in Pay Level-7 with effect from November 24, 2026, against the vacancy caused by Rajeshwar Singh’s promotion.
The High Court has also promoted a group of Junior Assistants to Senior Assistants. Ravinder Singh, Bashir Ahmad Shah, Suheel Ahmad Dar, Eleyass Hussain, Sahil Kumar, Umesh Mehta, Mehtab Alam Mir, Shallu Devi, Arun Kumar-II and Mehtab Alam Mir were listed for promotion as Senior Assistants in Pay Level-5 (Rs 29,200–Rs 92,300) against available vacancies. The order also promotes Ritik Sharma, Junior Assistant, as Senior Assistant against an available vacancy, with effect from November 24, 2026.
The order states that all officers and officials promoted under the administrative cadre will continue to work at their present places of posting until further orders.
It also rejects a joint representation dated June 16, 2026, submitted by Head Assistants Zia-ul-Qamer, Sanya Yousuf, Rajan Salhotra, Narinder Kumar and Nusrat Malik, stating that it was “devoid of merit”.
In the secretarial cadre, the High Court has promoted Secretary Ab Quyoom Lone as Joint Registrar-cum-Secretary in Pay Level-12 (Rs 78,800–Rs 2,09,200), against the vacancy caused by the retirement of Qazi Amjad Yousuf.
Private Secretaries Ab Rashid Ganiyee and Ram Krishan have been promoted as Secretaries in Pay Level-11 (Rs 67,700–Rs 2,08,700) against available vacancies.
Senior Scale Stenographers Bhutta Ram and Meenakshi Devi have been promoted as Private Secretaries in Pay Level-8 (Rs 47,600–Rs 1,51,100) against vacancies created by the promotion of Ganiyee and Ram Krishan as Secretaries.
The High Court has also ordered promotions in its Computer Cadre. Section Officer (Computer) Abdul Majid Dar has been promoted as Assistant Registrar-II (Computer) in Pay Level-8 (Rs 47,600–Rs 1,51,100), against the vacancy caused by the retirement of Zahoor Ahmad Beg.
Computer Operators Pooja Devi, Rohit Chib and Zabeer Ahmed have been promoted as Data Entry Operators in Pay Level-5 (Rs 29,200–Rs 92,300) against available vacancies under the promotional quota.
The promoted officers and officials in the secretarial and computer cadres have also been directed to continue at their present places of posting until further orders.
