SRINAGAR: The Jammu Kashmir Public Service Commission and Jammu Kashmir Services Selection Board collected Rs 96.16 crore in application and examination fees during the period covered by the government’s latest recruitment data, even as 4,110 posts referred to the two agencies remain to be advertised, the Legislative Assembly was informed on Tuesday.
Of the total, JKPSC collected Rs 15.01 crore in examination and application fees between October 2024 and August 2026, while JKSSB collected Rs 81.15 crore against posts advertised during 2024 and 2025. Significantly, Rs 56.68 crore of the JKSSB collections relates to applications for examinations that are yet to be conducted, according to the government reply.
The figures were disclosed in response to Question by MLA Vijay Kumar.
The government said JKPSC had advertised 2,128 posts from among those referred to it, while the remaining posts would be advertised shortly. JKSSB has 1,982 posts yet to be advertised, which it said would be taken up after completion of the formalities prescribed under the relevant regulations.
JKPSC has received 1,69,632 applications against advertised posts from April 1, 2024 onwards, covering the recruitment years 2024-25, 2025-26 and the period from April 1, 2026 onwards.
Against its Rs 15.01 crore fee collection, JKPSC incurred expenditure of Rs 14.90 crore during the period from October 2024 to August 2026. The government reported no unutilised balance for the period August 2024 to September 2026.
JKSSB, meanwhile, incurred expenditure of Rs 27.88 crore during the last two financial years against its fee collections. The government cautioned that expenditure cannot be assessed solely against fees collected during a particular period because recruitment and examination expenditure is incurred at different stages and adjusted against different examinations.
The department-wise referral data placed before the House shows that the Health and Medical Education Department accounted for the largest number of posts referred to JKPSC, at 794, followed by School Education with 594 posts and Fisheries with 286 posts. General Administration accounted for 170 posts, Agriculture 153, Home 61, Law 42 and Social Development 32, among the departments listed in the annexure.
The government said it had taken a series of measures to ensure that vacancies are filled in a time-bound manner, including timely identification and referral of vacancies, advance planning of recruitment cycles, monitoring of recruitment timelines and streamlining of procedures.
It said departments had already been directed to timely refer vacancies falling under the direct recruitment quota to the recruiting agencies under SRO-166 of 2005 dated June 14, 2005, read with Circular No. 01-JK(GAD) of 2024 dated January 1, 2024.
The government, however, did not specify a fixed deadline for advertising the posts still pending with JKPSC and JKSSB, stating that the remaining posts would be processed after completion of the requisite formalities.
