SRINAGAR: Jammu and Kashmir received Rs 979 lakh under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) during 2025-26, while neighbouring Ladakh was allocated Rs 497.24 lakh, the Union Government informed the Lok Sabha on Friday.
The details were provided by Minister of State for Health and Family Welfare Prataprao Jadhav in a written reply to Lok Sabha Unstarred Question No. 1084, answered on July 24, 2026. The question on treatment facilities for cancer and rare diseases was raised by MP Rajmohan Unnithan.
According to the Ministry of Health and Family Welfare, Jammu and Kashmir received NP-NCD approvals of Rs 882 lakh in 2023-24, Rs 1,016.40 lakh in 2024-25 and Rs 979 lakh in 2025-26 under the National Health Mission. Ladakh received Rs 166.43 lakh in 2023-24, Rs 1,126.35 lakh in 2024-25 and Rs 497.24 lakh in 2025-26.
The Ministry said funds under the NP-NCD are released to States and Union Territories through the National Health Mission on the basis of their State Programme Implementation Plans for strengthening the prevention, screening, diagnosis and management of non-communicable diseases, including cancer.
Nationally, the Centre has released financial assistance of Rs 109 crore in 2023-24, Rs 115.98 crore in 2024-25 and Rs 61.16 crore in 2025-26 under the National Policy for Rare Diseases.
The reply stated that health and hospitals are a State subject, while the Centre provides technical and financial assistance to States and Union Territories under the National Health Mission. The performance of health programmes is monitored through review meetings, field visits, benchmarking of service delivery, mid-term reviews and Common Review Missions.
The Ministry further informed the House that under the Strengthening of Tertiary Care Cancer Facilities Scheme of the NP-NCD, 19 State Cancer Institutes and 20 Tertiary Care Cancer Centres have been approved across the country. It also noted that financial assistance of up to Rs 50 lakh per patient is available under the National Policy for Rare Diseases, 2021 for identified rare diseases through designated Centres of Excellence.
Responding to the specific query on Kerala, the Minister said no proposal is currently under consideration for strengthening tertiary healthcare facilities in Kasaragod district under the Strengthening of Tertiary Care Cancer Facilities Scheme.
