SRINAGAR: A Jammu and Kashmir government employee has been suspended and disciplinary proceedings have been initiated to dismiss him from service after a complaint that he allegedly accepted a bribe for issuing an income certificate to a villager, officials said on Thursday.
The action followed a complaint by a citizen, who approached the Deputy Commissioner’s office alleging that he was forced to pay money to obtain an income certificate.
Deputy Commissioner Jammu Rakesh Minhas said the complaint was immediately verified and found to be prima facie true, prompting swift action against the employee.
“A citizen came to the DC Office yesterday with one line: ‘I had to pay to get my income certificate.’ We verified it. The complaint was prima facie true. The official concerned has been suspended. The proceedings to dismiss the official from service have been initiated,” Minhas said in a post on X.
Following the verification, the Deputy Commissioner ordered the immediate suspension of Amit Kumar, a Multi-Tasking Staff (MTS) employee posted in Tehsil R S Pura and presently deployed in the office of Tehsil Suchetgarh.
According to the suspension order, Kumar has been placed under suspension pending an enquiry and will remain attached with the office of the Assistant Commissioner (General), Deputy Commissioner’s Office, Jammu, during the suspension period.
The Deputy Commissioner said revenue services, including income certificates, domicile certificates, ration cards, fard and other revenue documents, are legal entitlements of citizens and no government employee is authorised to demand money for providing such services.

“Anyone asking for money is stealing from you,” Minhas said, urging people to report incidents of bribery.
He assured the public that all complaints would be kept confidential and acted upon promptly.
“Complain, and you will be heard. Your name stays anonymous. The action will be public. Do not pay. Do not adjust. Do not let it go. One complaint moved an entire system yesterday. Yours can too,” he said.
