SRINAGAR: The Jammu and Kashmir Government has dismissed Fozia Afzal, a Multi-Tasking Staff (MTS) employee formerly posted in the Assistant Commissioner Nazool’s office in Srinagar, from service after an official inquiry found charges of issuing fictitious allotment orders and misusing her official position proved.
The penalty also disqualifies her from future government employment in Jammu and Kashmir, according to Order No. 222-FC (Rev) of 2026, issued by the Financial Commissioner (Revenue) on October 18.
The case stemmed from complaints by two Srinagar residents, Smarti Rito of Sonwar and Moonina Rito of Rampora Chattabal, who alleged that Afzal had taken Rs 2 lakh and Rs 50,000 from them, respectively, on the promise of allotting five marlas of land each at Tengpora, Bemina, and Shop No. 8 at Jahangir Chowk.
According to the order, an inquiry found that the allotment orders supplied to the complainants apparently carried forged signatures and stamps. The signatures on the documents also differed from those of the Additional Deputy Commissioner, Srinagar, while statements by the complainants and the money trail indicated financial transactions between them and Afzal.
The inquiry officer concluded that the evidence pointed towards the issuance of allotment orders for dishonest financial gain. The report was submitted on October 14, 2023, following which the Deputy Commissioner, Srinagar, endorsed the recommendation for action.
Afzal was placed under suspension on June 8, 2021, and a charge sheet was served on her on June 12 that year. The matter was also referred to the Crime Branch, Kashmir, for inquiry and registration of an FIR, the order stated.
The order further noted that Afzal was being investigated in a separate case, FIR No. 10/2023, registered at Chanapora police station under Section 420 of the Indian Penal Code, concerning alleged fake appointment orders for 27 individuals as Junior Assistants in the Deputy Commissioner’s office. The case was challaned in court on December 28, 2023.
The Financial Commissioner (Revenue) said the dismissal decision was taken after examining the inquiry report and relevant records, including the money trail, under Rule 30 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, read with Article 311(2) of the Constitution of India.
