The department issued Notification No. 01-JK(Edu) of 2026 on August 21, following the issuance of the Transfer Policy, 2026, under Government Order No. 335-JK(Edu) of 2026 dated August 20.

The online process has been introduced to facilitate equitable deployment of staff, improve institutional functioning, ensure transparency in transfer decisions and minimise disruption to academic activities.

Eligible teachers, masters, lecturers, principals, headmasters and zonal education officers seeking transfers have been directed to submit applications only through the online portal. The application window will remain open for 15 days, from August 23 to September 8.

The department has made it clear that manual applications, individual representations and offline requests will not be considered unless specifically allowed under the policy.

Under the notified provisions, academic functionaries posted in institutions and organisations including SCERT JK, DIETs, the JK Board of School Education, Samagra Shiksha and departmental administrative offices who have completed the prescribed tenure are required to participate in the transfer drive.

Employees posted in Zone-I and Zone-II who have completed three years or more at their present place of posting are also required to participate. Employees serving in Zones III, IV and V, after completing their prescribed tenures of three years, two years and one year respectively, may seek transfers on an optional basis.

The policy excludes Teacher-Grade-II/III, Rehbar-e-Taleem (ReT)/3rd Teachers and other categories specifically excluded under the transfer policy.

The notification also provides preferential consideration for certain categories, including employees with medical conditions or disabilities, single parents, those facing security-related concerns supported by CID assessments, female lecturers and headmasters serving in Zones IV and V outside their domicile districts, and employees due to retire within one year.

Applicants seeking consideration under special categories have been required to upload valid, self-attested supporting documents, including disability certificates, medical board certificates, spouse-posting documents and domicile certificates, wherever applicable.

The department has warned that submission of incorrect or fabricated information could result in rejection of an application and disciplinary action under the applicable service rules.

Provisional eligibility and merit lists will be published on the online portal, after which employees will have an opportunity to submit objections within the prescribed period. The notification states that final transfer orders will be binding, while failure to comply without valid justification may lead to administrative action.
