SRINAGAR: Jammu and Kashmir submitted 872 project proposals under the Centre’s Pradhan Mantri Jan Vikas Karyakram (PMJVK) during 2024-25 and 2025-26, but none has been approved, according to information tabled in the Lok Sabha on Wednesday.
Replying to an unstarred question, Union Minority Affairs Minister Kiren Rijiju said Jammu and Kashmir forwarded 861 project proposals in 2024-25 and another 11 in 2025-26 under the flagship scheme, which aims to create community infrastructure and improve civic amenities in minority-concentration areas. However, no proposal from the Union Territory received approval during the period.
The PMJVK is a Centrally Sponsored Scheme that supports infrastructure projects in sectors such as education, healthcare, skill development, women’s facilities, drinking water and sanitation, sports, renewable energy and other community assets.
The minister clarified that the scheme does not identify or notify eligible districts. Instead, projects can be proposed from areas where the minority population exceeds 25 per cent within a 15-km radius, subject to the scheme’s guidelines. Such proposals are recommended by State Level Committees headed by the respective Chief Secretaries.
According to the ministry, the scheme is implemented across all districts of the country, with eligibility determined at the area level rather than on a district basis.
National data placed before Parliament showed that several states secured approvals during the last five years, while Jammu and Kashmir, despite submitting a large number of proposals over the past two financial years, did not receive approval for any project.
The Centre also informed Parliament that the PMJVK scheme is presently approved up to 31 March 2026, with no announcement yet on its extension beyond the current financial period.
