SRINAGAR: The Jammu and Kashmir government on Tuesday informed the Legislative Assembly that bills presented at treasuries are being cleared in a structured manner based on resource availability, while maintaining a balance between developmental expenditure and employee-related liabilities.
Responding to a query in the House, the government said that during the current financial year 2025-26, substantial amounts have been released under various heads, including employee retirement benefits and contractor payments.
An amount of Rs 3,173.39 crore has been cleared on account of General Provident Fund (GPF), while Rs 1,170.21 crore has been disbursed towards gratuity payments. In addition, Rs 838.28 crore has been released for commutation of pension and Rs 425.02 crore towards leave salary encashment.
The government stated that bills related to GPF, gratuity, commutation and leave encashment are cleared periodically, subject to the availability of funds.
Apart from employee-related liabilities, the government said that Rs 5,738 crore has been disbursed against various contractor bills presented across treasuries. It added that all contractor bills presented up to January 31, 2026, have been cleared.
The government reiterated that treasury clearances are processed in a structured and calibrated manner to ensure that developmental activities for the general public continue alongside the discharge of social security obligations towards employees.
Officials maintained that the approach aims to balance fiscal discipline with timely settlement of both infrastructure-related payments and employee benefit claims.
